City of Colwood Mayor Doug Kobayashi was only one of 23 other Capital Regional District board members who voted against the CRD’s bylaw to create a new Performing Arts Facilities Service (PAFS).

The proposed PAFS is designed to provide operational and capital funding to the district’s three regional theatres: the Charlie White Theatre, the Royal Theatre, and the McPherson Playhouse.

“We looked at it and it was a limited benefit to the City of Colwood. We can see it happening way out in the long term. It could happen but in the short term it didn’t make a lot of sense,” said Kobayashi.
