The state has fined the highest-ranking New Hampshire Democrat for improperly using campaign donations to pay for personal expenses, as well as two top New Hampshire Republican lawmakers for filing their own campaign finance reports late.

First-term Executive Councilor Karen Liot Hill of Lebanon, the lone Democrat on the five-person council, agreed to pay a $1,000 civil fine after Attorney General John Formella’s election law unit concluded she spent nearly $3,000 from the campaign on groceries, home heating oil and her own medical care, which were illegal expenses.

House Majority Leader Jason Osborne, R-Auburn, was fined $2,000 for being nearly three years late on reporting what he spent on his 2022 reelection campaign and 10 months late on what he spent during his race in 2024.
