Muted by discretion or design? A closer look at RI’s body camera policy

Obviously, the police officer is talking something over.

The visual content recorded by the officer's body camera shows lots of body language for viewers to look at. But the viewers can't hear what the officer is saying; the video is silent. Officers are "muting" their camera when they opt to press a button to switch off audio recording.
