A controversial proposal that would have redirected payments from Churchill Downs to Louisville Metro Government instead of Jefferson County Public Schools is poised to expire after months of standstill.

In April, city leaders proposed a new version of an agreement that allows Churchill Downs to forgo property taxes on its historic horse racing track while making payments in substitute. But with the massive development project that spurred the "payment in lieu of taxes" proposal paused indefinitely, there is no longer an urgent need to consider the agreement, said Councilman Markus Winkler, one of the proposal's co-sponsors.
