MONROE, La. (KNOE) - On Oct. 21, 1930, nine-term Arkansas Congressman Otis Wingo died while undergoing emergency gall bladder surgery in Baltimore.

His wife Effiegene Locke Wingo had served as her husband’s unpaid assistant since 1926.

It paved the way for Effiegene to run for his seat.

She was elected and served the four remaining months of his ninth term, and one term of her own.

Effiegene was the second woman to be elected to Congress from Arkansas.
