LEXINGTON, Ky. (WKYT) - Fayette County Public Schools paid a consultant nearly $100,000 through nine separate contracts that each stayed under the district’s oversight threshold, avoiding required school board approval, a WKYT investigation has found.

Dr. Billy Snow, who runs Transformation Leaders Network, worked under contracts totaling nearly $100,000 between September 2024 and this year — all without the school board’s knowledge or approval.

How Board Oversight Was Bypassed

District policy requires board approval for any contract exceeding $40,000. The nine separate contracts with Snow avoided that oversight entirely.
