Qatar's ruling emir denounced Israel on Tuesday over its strike on Doha during a speech to the country's Shura Council.

The comments by Sheikh Tamim bin Hamad Al Thani carry special weight as Qatar has served as a key mediator between Israel and Hamas to reach the ceasefire now holding in the Gaza Strip.

Al Thani said Israel "violated all laws and norms governing relations between nations" in its Sept. 9 strike on Doha that killed five Hamas officials and one Qatari security officer.

He described Israel as committing "state terrorism" in the strike, but insisted that Doha had gained strength and resilience since the attack and another by Iran on June 23.

Al Thani also said Qatar would continue its role as a mediator and the only end to the violence would be a long-sought two-state solution.

"What has taken place in the Gaza Strip over the past two years amounts to genocide — a term that encapsulates all atrocities," Al Thani said.

"It is regrettable that (world powers) remain incapable of enforcing its respect when it comes to the tragedy of our brotherly Palestinian people," he added.
