EXETER — A large American flag hangs in metal-production startup Phoenix Tailings' new facility in Exeter, perhaps to remind employees about the national and international implications of their work.

The company, which has said it aims to be the world’s first zero-emission , fully clean mining and metal production operation , is slated to open its $13 million, 52,000-square-foot facility at 100 Domain Drive — in the Stratham Industrial Park located between Exeter and Hampton — on Oct. 23.
