MINOT — A report in the Minnesota Star Tribune states that North Dakota and a group of other states "argue that the federal government should stop" an expensive power grid upgrade "because otherwise their customers will be paying higher rates to subsidize clean energy projects in other states."

"But Xcel Energy, Minnesota’s largest electric utility, called the North Dakota complaint 'utterly meritless,'" the report continues, which is a remarkable thing to write without mentioning the fact that Xcel Energy is currently seeking a 20% rate hike for its North Dakota electricity customers.
