SACRAMENTO, Calif. —

The Sacramento City Council voted Tuesday night to fast-track the construction of infrastructure to support the new railyards soccer stadium by suspending competitive bidding for public infrastructure near the stadium and authorizing the use of an alternative process called request for proposals to select contractors.

The agenda item was on the consent calendar.
