MONONA, Wis. (WMTV) -A fourth-time OWI offender who allegedly injured an officer and K-9 during a police chase has sparked conversations over how the judicial system handles repeat offenders.

Christopher Brugger , 36, allegedly swerved a tow truck into a squad car during the chase. He was in jail in 2022 for a similar incident and has pleaded guilty to other charges over the years including OWI and driving without a license.

Officials agree that more needs to be done to stop people from offending again.

Monona Police Chief Brian Chaney listed eight names of repeat offenders in the area with extensive conviction records. He said this case is the latest in an ongoing concern about how the judicial system handles punishing offenders.
