The first rule for a prime minister giving a televised speech to the nation setting the stage for his upcoming budget is to have something of substance to say in it.
Speaking before University of Ottawa students on Wednesday night, ostensibly to deliver this, Prime Minister Mark Carney told us nothing new or of any substance about his upcoming budget on Nov. 4.
It was a rehash of themes he’s been repeating going back to the Liberal leadership race before he was elected PM, and following that throughout the election campaign.
