An ordinance that paves the way for Louisville's park ranger program to grow is fueling unease amongst advocates who say police in parks could deter homeless people from an important daytime refuge.
Advocates' concerns center on potential enforcement of a state ban on camping in public spaces ushered in by House Bill 5, also known as the Safer Kentucky Act , which passed in 2024. While camping in parks is technically illegal under the law, advocates say parks are one of few places where homeless people can spend the day undisturbed.
