Gov. Glenn Youngkin frustrated with government shutdown as Virginians are set to lose SNAP benefits

Virginia Gov. Glenn Youngkin declared a State of Emergency in the Commonwealth as SNAP benefits are set to run out on Nov. 1 due to the government shutdown -- leaving 850,000 Virginians in need.
