The mayor of Titusville declared a state of emergency Monday after he said nearly 15 inches of rain fell overnight and caused widespread flooding.
“Started at like 7:30-ish and then went to a full disaster around 11 or 11:30,” Titusville homeowner Chelsea Bailey said.
As the torrential downpour started flooding homes Sunday night, Bailey said she tried to salvage what she could in her garage.
"I had bins with Christmas stuff here that we rushed inside because they're like 30-year-old ornaments,” she said. “I didn't want to lose them."
While Bailey managed to drive home in her Jeep before the water got too deep, other vehicles ended up abandoned on roads overnight.
“Cars were, I don't know what they were thinking, but they thought they could make it,” Bailey said.
