The National Weather Service has warned Oregon there's a chance a second atmospheric river will dampen Halloween this year, with more rain and wind in the forecast.
Another atmospheric river has a 10-25% chance of bringing "impactful winds and rain" to the "Portland" region of the country, which includes Eugene, NWS said, with the highest impact along the northern Oregon coast. This wind and rain is forecasted to hit on Oct. 31 and last to Nov. 1.
Conditions won't be as rainy as last weekend . NWS predicted a 42% chance Eugene will see more than 1 inch of rain between 5 a.m. Halloween and 4 a.m. Nov. 2, and a 3% chance Eugene will see winds over 45 miles per hour Oct. 31.
