A good first step when Prime Minister Mark Carney unveils his climate competitiveness plan would be to end a decade of deceit by the previous Liberal government in setting its industrial greenhouse gas emission targets.

This week, yet another energy monitoring agency — the Trottier Energy Institute at Polytechnique Montreal — concluded Canada will achieve barely half of the Liberals’ targets of reducing emissions to at least 40% below 2005 levels in 2030.

The Canadian Climate Institute announced similar findings a month ago, saying emissions as of last year were stalled at a mere 8.5% below 2005 levels.
