JEFFERSON COUNTY, OH (WTRF) - With the Urban Mission shelters in Steubenville preparing to close at the end of the week, community leaders are trying to figure out what comes next for Jefferson County's homeless population.

The closures come as winter approaches, raising urgent questions about where people will go once the doors close.
