NEW ORLEANS — Halloween came early this year for New Orleans. Governor Landry is playing “Mad Scientist” by asking Republican members of the state Bond Commission to reject the City Council’s plan to address the monstrous deficit created by the Cantrell administration.

Landry wants to use this crisis to take over city finances, which would be a real-life Frankenstein movie. The council’s plan is sound. It won’t cost taxpayers or the state any additional money. It merely uses existing revenues to repay a loan that would help maintain vital services, something the state does all the time.

Landry’s creating this “house of horrors” because he’s desperate to create a bogeyman, to draw attention away from his new low of 39 percent voter approval. Hopefully, the Bond Commission won’t fall for L
