This move comes from a deeply divided council that has been at odds for a significant portion of this term .

The reprimand is coming from a group of five councillors who have seemingly banded together to form a majority on a number of issues, and have issued this public statement on behalf of council.

In previous interviews, four of the five councillors have denied that there is an alliance, with one of the five alluding to some form of coalition.
