KINGSTON — The city is to have its first group of special constables trained by the end of the year.

CIty council approved a plan earlier this year to have five senior bylaw officials sworn in as special constables.

“The concept of a municipal special constable program is often misunderstood, both by the public and sometimes within the municipality itself,” stated a report to council from Paige Agnew, commissioner of growth and development services.”
