D.C. police arrest 18-year-old man, four juvenile boys following disturbance in Navy Yard

A large crowd including hundreds of juveniles congregated at Navy Yard on Halloween Friday. One 18-year-old man and four juvenile boys were arrested for alleged disorderly conduct.
