NEWARK — Visitors waited outside the front gate of Delaney Hall, a privately operated detention center under contract with the federal government to house allegedly undocumented migrants, on a surprisingly balmy October afternoon.
The line stretched alongside the barbed-wire fence, weaving down a compact asphalt lot toward the sidewalk, where tables displayed a buffet of food, water and soda and a makeshift altar of Latin American votives.
