President Donald Trump celebrated the anniversary of his 2024 election win this week, as polling aggregators show his approval rating is slipping to new lows.

"I think it's the best nine months, they say, of any president," Trump said at the America Business Forum on Nov. 5 in Miami. "And I really believe that. If we can have a few more nine months, like this, you'll be very happy, very satisfied."

But voters seemed to give his agenda a firm rebuke at the ballot box on Nov. 4, where Democrats won big in state and local elections. The election came as the government shutdown hit its own record, outlasting a shutdown in the previous Trump administration that once held the record for the longest shutdown in American history.

After staying low but stable for months, Trump's average approval ratings hit new lows this week, according to the New York Times and RealClearPolitics aggregators. What is his approval rating now?

Economist/YouGov: Everyone is to blame for government shutdown

The latest Economist/YouGov poll gave Trump a 39% approval rating, unchanged from the previous week. The latest poll of 1,656 U.S. adult citizens was conducted Oct. 31-Nov. 3, with a margin of error of approximately 3.5 percentage points.

The poll also found that the portion of people who say they are affected by the shutdown is growing: 36% said they are affected a great deal or somewhat, compared to 21% who said so a week into the shutdown.

But nearly equal-sized groups say Republicans vs. Democrats are to blame (35% vs. 32%), and 28% say the two groups are equally responsible, according to YouGov.

NBC News poll gives outlook on 2026 midterms

In an NBC News poll conducted from Oct. 24-28, 43% approved of Trump's job performance, compared to 55% who disapproved. The poll surveyed 1,000 registered voters with a margin of error of 3.1 percentage points.

The poll found that approximately two-thirds of respondents said the Trump administration has fallen short on the economy and cost of living, a major issue that drove Trump back to the White House, according to NBC.

A year out from another major voter test on Trump's agenda, NBC found that Democrats lead Republicans in the 2026 midterm fight for control of Congress by 8 points, 50%-42%.

CNN/SSRS: Disapproval at Trump's all-time high

In a CNN/SSRS poll released Nov. 3, the president had a 37% approval rating. It's the lowest rating of his second term seen in CNN polling and stands just one point higher than the 36% approval rating Trump had at this point in his first presidential term.

The president's 63% disapproval rating in the poll is also a noteworthy change to numbers stretching back to January 2025. It's numerically the highest disapproval of either term throughout CNN polling, standing one point above Trump's previous all-time high of 62% when he was leaving office in January 2021.

The pollster's previous survey conducted July 10-13 found a 42% approval and 58% disapproval rating for the Republican leader, marking a 5-point change for the worst in both ratings.

More than 7 in 10 respondents rated current economic conditions as either "poor" or "very poor," with the economy and cost of living identified as the most important issue facing the country by 47% of respondents. The state of American democracy followed, with 26% saying it was the most important domestic topic.

A majority, 61%, also said Trump's policies have worsened economic conditions in the country. It marks a 10-point drop since March, and is the second consecutive CNN survey illustrating unhappiness with the president's economic policies. The previous April poll asking the same question measured a 59% disapproval of Trump's economic policies, preceded by a March poll finding a 51% disapproval.

The poll was conducted Oct. 27-30 and surveyed 1,245 U.S. adults. The margin of error is ± 3.1 percentage points.

What is Trump's average approval rating overall?

Averages based on RealClearPolitics and New York Times aggregators show Trump's approval rating is net negative, and after months of being relatively stable, has reached new lows during the past week.

As of Jan. 27, 50.5% approved, giving Trump a net positive rating until March 13, when it flipped to net negative with 47.8% approval, compared to 48.5% disapproval, RealClearPolitics graphics show. The approval rating reached a low on April 29 at 45.1% approval, which fell around Trump's 100-day mark. It reached a new low of 43.3 on Nov. 5, as the shutdown became the longest in history.

The New York Times aggregator showed Trump's approval fell from 52% approval in January to 44% approval in April, and has mostly held steady for months. According to the Times, Trump's term low is 42% approval, which first he reached on Nov. 4, when the shutdown tied for the longest in history.

As of Nov. 6, Trump's average approval is 43.3%, according to RealClearPolitics, and 42% on average, according to the New York Times.

Trump's approval rating is low compared to other presidents

In a Gallup poll conducted from Oct 1-16, 41% approved of Trump's job performance, up slightly from the previous month.

A historical analysis by Gallup shows Trump's approval ratings in October of his first years in office − both as the 45th and 47th presidents − are lower than any other modern president at the same time in their administrations. Here is how his October approval compares to other presidents in October of their first year of their term, according to Gallup:

  • Joe Biden (October 2021) - 42% approve
  • Trump (October 2017) - 37% approve
  • Barack Obama (October 2009) - 53% approve
  • George W. Bush (October 2001) - 88% approve
  • Bill Clinton (October 1993) - 48% approve
  • George H.W. Bush (October 1989) - 68% approve
  • Ronald Reagan (October 1981) - 55% approve
