MUNCIE, IN — A Delaware County man who killed his former wife more than three decades ago has failed in his latest bid to be released from prison.

Tom Ross, now 68, in October 1994 fatally shot 28-year-old Paula Arbogast Ross outside Gaston Elementary School, where she had dropped off their 6-year-old daughter.

The couple's divorce had been granted a few days earlier.
