SPOKANE, Wash - There's a large sculpture in Riverfront Park, paid for in large part with taxpayer-approved funds. But, there's a good chance you've never seen the Stepwell - because it's been closed off for much of its existence.

The piece was commissioned as part of the Riverfront Park makeover. The city paid more than $500,000 for it. But, emails uncovered by 4 News Now show the art piece has been a problem since the beginning.

From graffiti to cracks in the structure, the city has been looking for ways to fix it, while telling 4 News Now that it was closed off for "annual maintenance."
