Clause for concern
The government either is unable to read the room or are just too stubborn to admit it. They are being played for fools and should immediately eat the crow and rescind the notwithstanding clause and the back-to-work orders given to the teachers. That would put the onus back on the teachers union to decide to resume their strike or not. Shift the blame back to where it belongs.
