Conflicting court decisions have sown confusion and chaos in New York and New Jersey as millions who rely on food assistance wait and see if the money will be available to them as promised by state leaders.

Just hours after Gov. Kathy Hochul had told New Yorkers that food assistance would resume on Sunday, the U.S. Supreme Court appeared to pause any release of the funds.
