1. An initiative petition to change the state constitution, filed as State Question 836, would create an “open primary” system in Oklahoma, similar to what is now used for municipal elections. Primaries would be held for offices with more than two candidates, regardless of party. All candidates for each office would appear on a single primary ballot (with party affiliation noted), and the top two vote-getters would advance to the general election.
