'We need to pass the torch': Rep. Moulton calls for 'new leadership' for Dems in Senate

GOP leader Sen. John Thune said the chamber is “in a holding pattern” on next steps of the bill. While some senators are optimistic that they could get to a time agreement to speed up consideration of the legislation, any one senator can object and delay a final vote.
