BUFFALO, N.Y. — There is apparently a deal to end the federal government shutdown, but there could be more twists and turns in Washington before this really is a "done deal."
NBC reported Monday evening that the the Senate was voting on a series of procedural measures to get to a final vote on the actual government funding agreement.
