Scott Billue, founder and CEO of nonprofit Matthew's Hope homeless outreach center in Cocoa, explains how the center will serve as a cold weather shelter during this week's cold snap in Brevard County. In January, the faith-based outreach averaged 125 people per night during cold weather, and the number of those served has grown about 35 percent since then, he said. Matthew's Hope also has a center in Winter Garden.
