Plans to crack down on protesters wearing face coverings and masks in a bid to improve social cohesion will be watered down, a move which has sparked a police backlash.

Victorian Premier Jacinta Allan announced on Tuesday that police will be able to order the removal of masks if they suspect a protester is committing or about to commit a criminal offence.

The legislation will be introduced to state parliament this week, but falls short of what Ms Allan previously promised after the Adass Israel Synagogue firebombing.

Victoria Police Association boss Wayne Gatt criticised the legislation, saying it wouldn't make a "significant difference" and it needed to be brave and workable for officers.
