WINSTED, Minn. — The Supreme Court is expected to rule Tuesday on whether to keep full Supplemental Nutrition Assistance Program (SNAP) payments frozen during the shutdown.

A flurry of lower court rulings over the weekend means some states are left waiting while others, like Wisconsin and Minnesota, are now getting the aid.

But it's not just people caught in the middle - some small-town, independent grocery stores are being impacted by the decisions.

University of Minnesota research shows some stores have thin profit margins as it is, and could be further exacerbated by customers not shopping there if they don't have SNAP benefits.
