RICHMOND, Va. (WWBT) - Richmond City Council unanimously approved a rental inspection program Monday night, after years of debate.

It is a step towards landlord accountability in a time when tenants are desperate for lower rent.

Neighbors lined up during Monday night’s council meeting to share experiences with maintenance problems and building code violations, pushing for the program to move forward.

“Don’t get me started on the black mold issues that I’ve seen. Also, all I’m asking is that you help us to hold these landlords accountable,” one Richmond resident said.

Another resident said tenants face difficulty addressing building code and maintenance issues when landlords can evict them without recourse or protection against repercussions.

This new program aims to change that.
