For the third time, city of Frederick planning commissioners on Monday delayed a decision on a master plan proposed by Frederick Health to develop a 93-acre site on Monocacy Boulevard with residential, commercial, and medical uses.
However, the city Planning Commission did relent on traffic concerns that held up the plan in meetings in July and September.
