Legislation now being considered by the City Council would expand New York City’s containerized trash program.

The bill, sponsored by Manhattan Councilmember Shaun Abreu, chair of the Sanitation Committee, would require the Department of Sanitation to have all residential buildings with 10 or more units use stationary on-street containers — known as “Empire Bins” — by June 1, 2032.

Buildings with 10 to 30 units could opt out if they meet other containerization requirements.

The proposal builds on a pilot program in West Harlem and would allow the city to charge up to $55 per unit annually for maintenance.
