HARTFORD, Conn. — Gov. Ned Lamont started the process for to create a state reserve fund that will cover gaps in federal funding to health and human services caused by both legislation and the government shutdown.

The General Assembly is convening in a special session Wednesday to advance several other topics, including housing, funding for firefighters who have cancer, establishing rules about how federal agents can work in state courthouses and more.
