Are small towns dying or are their citizens being smothered to death by their own local government?
The small town of Horace, North Dakota, isn’t alone in its unfathomable special assessments nightmare. A neighborhood in Grafton, North Dakota, has been unscrupulously inflicted with special assessments due to the unnecessary repaving of a road, albeit one of the newest roads in town. The process of how this went down has been questionable from the start.
When a city council member’s prompting of its fellow board members to seek input from the neighborhood residents themselves on the project proposition went ignored, the million-dollar project steamrolled through with no regard or consideration of how it would impact the residents financially.
