GRISWOLD, Conn. (WFSB) - Connecticut State Police have arrested two people on charges involving a minor following a months-long investigation that began with a report to the Department of Children and Families.

Kiera Rodriguez, 20, of Griswold, and William Clohecy, 20, also of Griswold, were arrested on October 24, 2025.

The investigation began on June 24, 2025, when state police received a DCF report regarding allegations involving a juvenile. The 12-year-old victim told a foster parent they had a sexual relationship with Rodriguez and Clohecy in January of 2025.

The victim and Clohecy were living together at the time as their parents were dating, according to the arrest warrant. Clohecy and Rodriguez are boyfriend and girlfriend. A witness told police Clohecy’s mom knew about the abus
