Activists packed City Hall on Wednesday for a City Council meeting on Mayor Cherelle Parker's proposal on how to spend $194.6 million set aside for the first year of the H.O.M.E program.

Parker's $2 billion H.O.M.E. Program was passed by the Philadelphia City Council along with the city's $6.7 billion budget for fiscal year 2026 in June. The project aims to "create and preserve" 30,000 housing units in the city.
