CLARKSBURG, W.Va. — Clarksburg City Council has hired legal counsel to conduct an internal investigation into allegations made against City Manager Tiffany Fell, including abuse of position, nepotism and misuse of city staff and funds.
After nearly four hours in executive session Wednesday night, council moved to retain the services of Spilman Thomas & Battle PLLC at a rate of $395 per hour to conduct the investigation.
All council's deliberations at Wednesday's special meeting were held in executive session.
Upon returning from executive session, council unanimously approved a motion to retain the law firm before adjourning the meeting.
However, three council members voted not to adjourn, as Councilman Martin Howe said he wanted to "go into recess and reconvene" Thursday.
