A coroner has found police used an unreasonable level of force during the fatal shooting of Sydney man Bradley Balzan.
Several recommendations were made by NSW Coroner Teresa O'Sullivan to overhaul proactive policing practices in the state.
The coronial inquest into his death heard officers approached Mr Balzan on December 23, 2020 in St Marys in Western Sydney because he was wearing a hoodie and sunglasses on a summer day, behaviour they deemed suspicious.
CCTV footage showed the 20-year-old walking away from police, before one officer grabbed him from behind, sparking a pursuit.
Mr Balzan was followed to his backyard, where a violent struggle broke out. Several shots were fired with one fatally striking Mr Balzan.
