The longest U-S government shutdown ever has come to an end, with President Donald Trump signing a funding bill.

The signing ceremony came just hours after the House passed the measure on a mostly party-line vote of 222-209.

SOUNDBITE (English) Rep. Mike Johnson, Speaker of the House:

"I'm proud of that achievement but I'm really sad that it took us so long to get here."

TRACK:

Democrats had refused to support a short-term funding bill without an extension of an enhanced tax credit that lowers the cost of health coverage obtained through Affordable Care Act marketplaces.

Without it, premiums on average will more than double for millions of Americans.

SOUNDBITE (English) Rep. Hakeem Jeffries, House Minority leader:

"We cannot support the Republican effort to gut the health care of the American people."

TRACK:

Republicans said that was a separate policy fight to be held at another time.

Senate Majority Leader John Thune eventually promised Democrats a December vote on the tax credit extension to help resolve the standoff.

The record 43-day shutdown caused financial stress for federal workers who went without paychecks, stranded scores of travelers at airports and generated long lines at some food banks.

"As people were just kind of on the edge and aren't able to buy food anymore, more and more people are going to these pantries. And that emergency food system has been strained in ways that I personally have not seen before."

The political stakes in the shutdown are huge.

According to a poll from The Associated Press-NORC Center for Public Affairs Research, roughly 6 in 10 Americans say Trump and Republicans in Congress have “a great deal” or “quite a bit” of responsibility for the shutdown.

54% say the same about Democrats in Congress.
