MUSKEGON, MI – The City of Muskegon has asked a judge to decide whether time previously served as mayor or city commissioner counts under new term limits approved by voters this month.
The ballot measure limits Muskegon elected officials to 12 years.
The lawsuit focuses on Mayor Ken Johnson, who was re-elected on Nov. 4 and is set to begin another four-year term on Jan. 1, 2026, when he will have spent 12 years in office. It also addresses Commissioner Willie German, who has already served 13 years.
Both could be precluded from serving by term limits.
Six others not currently on the City Commission could be ineligible to run again or unable to complete a full term if elected.
The city cannot adopt amendments to its charter to clarify the issue without a vote by residents.
