A convicted murderer who killed a Crown witness in 2001, and whose recent invitation to speak at a judicial conference has raised the ire of some Ontario judges , presents a “manageable” risk in the community, according to a decision by the Parole Board of Canada.

The board’s recent decision maintaining Cosmo Jacobson’s day parole, obtained by the Star, also notes that his now-controversial invitation to speak to Ontario Court of Justice judges was not the first time this year he had been invited to speak at a gathering; he also spoke to a youth program in May, “and got to interact with teenage boys and police cadets, auxiliary and volunteer police officers.”
