NEW ORLEANS — The New Orleans Police Department is releasing additional information — along with critical incident video — from an officer-involved shooting that unfolded inside a Canal Street gas station on Halloween night, leaving an armed suspect paralyzed.
According to the department, the incident began just after 8:30 p.m. on Oct. 31 near the intersection of Canal Street and North Galvez Street. Investigators say an officer patrolling the area saw 54-year-old Emmanuel Harris walking with a handgun and, at one point, pointing it at bystanders.
