Carlisle Borough Council voted Thursday on a “Community Trust and Local Autonomy” ordinance that puts the borough on record as steering clear of immigration enforcement.

The ordinance passed on a 6-1 vote, concluding months of discussion. The adoption puts Carlisle in a growing list of communities like Lancaster, Allentown and Reading, who have adopted similar measures.

The Carlisle measure, in its essence, codifies already existing borough policy in two key areas:

1) That Carlisle police are not to concern themselves with civil immigration enforcement. They will still pursue all persons suspected of involvement in criminal activity or subject to court-issued warrants.

2) Borough staff are not to consider anyone’s citizenship status in conjunction with the provision of borough services
