With the counting of votes for the Bihar Assembly Elections 2025 underway, a PRS Legislative Research analysis shows the frequent changes in the state’s council of ministers between 2020-2025.

According to the analysis, Bihar’s council of ministers was altered several times as almost 60 elected representatives served as ministers during the period.

The PRS analysis notes that 84 per cent of the ministers who were the members of the Legislative Council are re-contesting in 2025.

Additionally, two ministers, who were the members of the Legislative Council, are also contesting again.

The study also highlighted the instability in ministerial portfolios as around 20 departments were held by four or more different ministers in the last five years.
