Honolulu Police Department officers’ pay will rise by about 40% between July 2025 and July 2028, once step increases and retention bonuses are factored in, and the contract is on a glide path to finalization with the City Council’s approval on Nov. 4. The new pay scale will become official once a statewide contract with police is signed.

The improved contract should help with recruiting new officers and encouraging veterans to stay on — issues the city’s struggled with in recent years. The agreement calls for a 5% raise retroactive to July 1 and each year through 2028, a bit more than double 2.43% increases between 2011 and 2020.
